If they really wanted dogs to pay attention to that sign, they’d have lowered it to, you know, dog-eye-level.
I think that other sign is just bait for getting rid of the homeless.

Sorry. My only excuse is that a friend just brought me a bottle of particularly fine brandy, and some delicious cigars. Yum.
