    the magnificent Terry Pratchett of the Disc World books, has invented the city Ankh Morpork, run by the Patrician Vetinari. Vetinari lets everything happen, including assassination and theft (so long as it is organized) EXCEPT mimes.

    Mimes are arrested, and hung upside down in a scorpion pit. On the wall is written: “Learn the Words.”
