Former Australian Army LTC/US counterinsurgency advisor David Kilcullen was playing it at Joint Urban Warrior 08: 

Dave Dilegge at Small Wars Journal Blog offers up a Kilcullen Redux and JUW 08 teaser with a promise of more. SWJ is also interested in your thoughts re Tactical Jenga.  I’d call it entertainment for the whole global family. An all-ages-can-play educational toy that illustrates the horrible consequences of the grown-up game John McCain recently described as a “failure of leadership.” It’s all good fun till someone gets a vital national interest out.
