Chinese authorities to ease up on one-child rules/penalties for bereaved parents in the quake zone. They can apply for forgiveness of fines (no refunds), transfer of legal status to illegal children, permits for replacement children, etc. via The Australian:
The death toll from the quake was revised up last night to 65,080, with more than 23,000 people still missing.
Officials have not been able to estimate the number of children killed, but at least 5498 Chinese children are believed to have been left on their own, either because they were orphaned or separated from their parents.
About 7000 classrooms were destroyed in the quake, which hit during school hours.
Many Chinese have shown interest in adopting earthquake orphans, and yesterday’s announcement says there are no limits on the number of earthquake orphans a family can adopt. A couple that adopts will not be penalised if they later have their own biological child.
A local official said the Chengdu family planning committee would be helping at least 1200 of the worst-hit families.
The announcement offers a glimpse into the strict workings of China’s one-child system and addresses the common problem of couples illegally having more than one child.
If a child born illegally was killed in the quake, the parents would no longer have to pay fines for that child - but the previously paid fines would not be refunded, the committee said.
If a couple’s legally born child was killed and the couple was left with an illegally born child under the age of 18, that child can be registered as the legal child - an important move that gives the child previously denied rights, including nine years of free compulsory education.
It gets kind of complicated, but they appear to have thought of everything. Except how to get people to stop discarding girl babies, and what they are going to do with a heavily masculinized society.
