		<description>MikeH - and you are wise to do so because they don´t mean what they say. The German government for example can go on and on about global warming and the Kyoto protocol, but they will let no harm come to their car industry. It´s a different legal system. Unlike the US, in Europe and elsewhere green pressure groups can´t just sue an industry into compliance with a treaty because that treaty is not the law of the land. It´s a huge difference: the US government can´t just make international committments it never intends to keep. At least that is how I understand it.</description>
