The German government for example can go on and on about global warming and the Kyoto protocol, but they will let no harm come to their car industry. It´s a different legal system. Unlike the US, in Europe and elsewhere green pressure groups can´t just sue an industry into compliance with a treaty because that treaty is not the law of the land. It´s a huge difference: the US government can´t just make international committments it never intends to keep. At least that is how I understand it.
